Italy’s Strategic Military Enhancement Plans
ROME — Italy is contemplating tapping into a European Union financial arrangement to fund the acquisition of new tanks and armored vehicles from Germany’s Rheinmetall, according to a source familiar with the matter who spoke to Defense News.
The financing for the Lynx vehicles and Panther tanks is expected to be drawn from cost-effective SAFE loans provided by the EU. These loans are designed to strengthen the military capabilities of member countries in response to the growing threats along the EU’s Eastern frontier from Russia.
Earlier in the year, EU officials declared their plan to arrange low-interest loans totaling €150 billion for its members. In a recent announcement in September, it was revealed that Poland had received €43.7 billion in loans, Romania was allocated €16.7 billion, while France and Hungary each received €16.2 billion, and Italy was granted €14.9 billion, among other beneficiaries.
Member states have a deadline up until November 30 to provide the EU with detailed plans on how they intend to utilize the funds, with the disbursement scheduled for 2026.
To promote cost-efficiency and foster European military cooperation, the EU mandates that these funds cannot be used for independent procurements. Instead, member states must collaborate with at least one other loan recipient to conduct joint military purchases.
Discussions of Military Cooperation
This strategy was a topic of discussion in Rome when Hungarian Prime Minister Viktor Orban met with Italian Prime Minister Giorgia Meloni. During their meeting, they explored the potential collaborative opportunities under the European SAFE initiative to bolster their respective industrial and technological sectors, as stated by Meloni’s office.
Italy and Hungary are already engaged in a joint procurement program involving the Lynx tracked armored vehicle, which is developed by Rheinmetall. Both countries are involved in buying, assembling, and modifying these vehicles.
Additionally, the two nations are interested in Rheinmetall’s latest Panther main battle tank. Italy plans to acquire 272 units, and Hungary has entered into an agreement with Rheinmetall in 2023 to collaborate on the development and production of the tank.
An anonymous Italian defense source confirmed to Defense News that Italy’s acquisition of these two platforms might be financed through the SAFE loan scheme.
Italy intends to purchase 1,050 variants of the Lynx vehicle, incorporating a turret designed by the domestic supplier Leonardo, while Hungary’s agreement in 2020 includes the purchase of approximately 218 units, with all but the initial 46 being manufactured in Hungary. These first 46 units have already been delivered.
With Hungary applying for €16.2 billion in SAFE loans, it stands as one of the largest prospective recipients. However, this comes amid Prime Minister Viktor Orban’s repeated criticisms of the EU. On the same day he discussed the SAFE initiative with Prime Minister Meloni, Orban made a controversial remark to reporters, stating, “The European Union counts for nothing.”
