New Zealand eyes cargo planes, helicopters, Javelins in new budget

WELLINGTON, New Zealand — The New Zealand government has unveiled its 2025 Budget, which includes an increase in defense spending to a total of NZ$4.2 billion (US$2.4 billion), as announced by Defence Minister Judith Collins.

Details of the Budget Allocation

According to Minister Collins, the budget allocates $2.7 billion for capital expenditures and an additional $563 million for operational funding. These funds are earmarked for priority initiatives detailed in the Defence Capability Plan that was published last month.

Key Investment Areas

One of the primary expenditures includes the replacement of the Royal New Zealand Air Force’s sole strategic airlift aircraft, two Boeing 757s-2K2. These aircraft were originally purchased second-hand in 2003 and underwent upgrades in 2007.

Another significant investment will be in replacing the fleet of eight Seasprite SH-2G(I) maritime helicopters, which have been in use since 2015. Of these, only five are currently operational, with the remaining three being used for spare parts as they approach the end of their operational life, as recently stated by Collins.

Further additions to the defense arsenal are planned, such as new models of the Javelin anti-armor missile, encrypted radios to enhance secure communication for army units in the field, and systems designed to counteract drones.

Additional Projects and Investments

The budget also includes provisions for upgrading the Devonport Naval Base and improving housing for defense families. There are plans to modernize the defense vehicle fleet and expand digital and information management systems.

Funding for the Ministry of Defence

The Ministry of Defence, which employs approximately 200 staff members, will receive nearly $26 million in funding.

Future Defense Spending Goals

The New Zealand government has set a target for defense spending to reach 2% of the country’s GDP by the fiscal year 2032/33. This level of expenditure on defense has not been seen since 1982, marking a significant increase in the nation’s military budget planning.
