Facing a dwindling stockpile of high-cost precision-guided munitions, the U.S. Pentagon is accelerating its efforts to develop economical, long-range armaments that are feasible for large-scale production.

The urgency has increased due to the ongoing conflict with Iran, which has highlighted the unsustainable reliance on expensive missiles like the Tomahawk. In response, the Department of Defense (DoD) has issued a request for proposals for the development of Ground-Based Affordable Mass (GBAM) weapons, aiming for a production cost of no more than $250,000 each.

The Pentagon’s timeline is tight, requiring a demonstration of the GBAM munitions within three months and transitioning to full production within 18 months.

The primary aim of the GBAM program is to provide an economical supplement to more costly smart weapons. This initiative seeks to enhance the military’s ability to engage a wider array of targets, conserve high-end munitions for critical missions, and maintain a high operational pace during extended conflicts.

Supporting this initiative, the Defense Innovation Unit has launched the GBAM Challenge. Participants are invited to submit their proposals, either as pitch decks or white papers, by August 5.

Successful teams from the initial phase will advance to a Phase II flight demonstration at a federal testing facility in November. Here, they will present their concepts for 30 minutes and receive a $250,000 reward.

Top performers in Phase II may secure up to $5 million to supply operational test quantities directly to military units. Additional funding possibilities include Prototype Other Transaction agreements, subsequent production contracts, and Small Business Innovation Research grants.

The government has earmarked a total of $250 million to cover the prize payouts and subsequent transition activities related to this project, as noted by the Defense Innovation Unit.

However, achieving these goals will be challenging due to the stringent timelines set by the Pentagon, which demands that these new, cost-effective long-range precision strike systems be ready for demonstration and scalable production within a 12 to 18-month window.

While the exact nature of the GBAM—whether a missile or a drone—is not specified, it aligns with the mandate to deploy affordable autonomous capabilities widely. The system is expected to feature a ground-launch mechanism, a range exceeding 600 nautical miles, and a payload capacity of at least 35 pounds, ideally up to 100 pounds.

The weapon should possess autonomous target recognition and terminal guidance capabilities, and operate effectively in environments where jamming and GPS signals are compromised. It should also support alternative or redundant navigation systems suited for operation in GPS-denied maritime and similar environments.

The Pentagon is looking for a weapon system that doesn’t require any proprietary launch equipment and prefers methods that are remote and have a low operational signature.

Potential manufacturers must demonstrate the capability or a concrete plan to produce at least 100 systems per month. They must also ensure a cost-per-effect below $500,000 based on system reliability and mission success rate, with a target price of less than $250,000 for each unit at full production scale.

Besides GBAM, the U.S. military is also exploring other cost-effective strike options like the Family of Affordable Mass Missiles (FAMM-BAR) program, which involves launching cruise missiles from cargo planes, and the Low-Cost Containerized Missiles program for hypersonic weapons.
