Major Refurbishment Planned for USS Harry S. Truman

The USS Harry S. Truman, an aircraft carrier, is set to receive a substantial refurbishment to equip it for the latter part of its operational lifespan.

This Tuesday, the Pentagon revealed details of a significant $5.1 billion contract with a fixed-ceiling incentive awarded to HII. This contract will cover the mid-life refurbishment of the carrier at the Newport News Shipbuilding facilities in Virginia.

Details of the Overhaul

The refueling and complex overhaul (RCOH) is a critical phase in the maintenance and modernization of an aircraft carrier, representing about one-third of the total upkeep required throughout its service life. According to the Pentagon’s announcement, the RCOH for the Truman will involve refueling the ship’s nuclear reactors and extensive modernization across numerous compartments, tanks, and systems. Significant enhancements are also planned for the propulsion and combat systems.

The announcement of Truman’s overhaul comes just over a year after the carrier returned from a 251-day deployment. During this period, the ship launched the largest carrier-based airstrike in history and discharged over 1.1 million pounds of ordnance.

Challenges During Previous Deployment

Despite its historical achievements in combat, the carrier’s last deployment was marred by several serious incidents that led to multiple investigations. In one notable incident in February 2025, the Truman collided with the merchant ship Besiktas-M near Port Said, Egypt, which resulted in the ship’s captain, Dave Snowden, being relieved of his command due to a loss of confidence in his leadership abilities.

The deployment also saw the loss of three F/A-18 Super Hornets. One was accidentally shot down by the USS Gettysburg in a friendly fire mishap, another was lost at sea due to a failed arrested landing, and a third fell from the hangar deck into the Red Sea during evasive maneuvers to dodge an incoming missile.

The Truman, which is based at Naval Station Norfolk, will be the eighth Nimitz-class carrier to undergo its mid-life RCOH at the Newport News facility.

Bryan Caccavale, the Vice President of Program Management at Newport News Shipbuilding, emphasized their commitment to the project. “Our team has been proactively working on this critical engineering and construction project to ready the USS Harry S. Truman for the next phase of her operational life,” he stated. He added that the same level of diligence will be applied when the carrier arrives at Newport News, working closely with suppliers and Navy partners to ensure a successful overhaul of CVN 75.

Although the exact start date of the overhaul was not specified, the Pentagon expects the work to be completed by November 2031. The contract also includes optional extensions which could increase its total value to approximately $5.2 billion.
