Germany Suspends Arms Exports to Israel
In response to the Netanyahu government’s decision to intensify military operations in Gaza City, Germany has decided to suspend all weapons exports to Israel indefinitely. This announcement was made by Chancellor Friedrich Merz in Berlin, stating that the suspension includes all military goods that could potentially be used within the Gaza Strip.
Chancellor Merz explained that this move directly responds to the Israeli government’s recent decision to escalate military actions in the region, a plan revealed just the night prior. Despite opposition from the Israeli Defense Forces’ chief of staff and other high-ranking military officials against a full-scale occupation of Gaza, the Israeli cabinet has chosen to proceed with an expanded ground operation.
The decision marks a significant shift in Germany’s foreign policy towards Israel. Historically, Germany has been a robust supporter of Israel, motivated by a historic responsibility stemming from the Holocaust. This stance has occasionally placed the German government at odds with its public opinion.
During his speech, Chancellor Merz reiterated Israel’s right to self-defense and emphasized the importance of disarming Hamas. He highlighted that from the beginning of the conflict until mid-May, Germany had authorized the export of approximately €485 million ($565 million) worth of military equipment to Israel. According to data from the Stockholm International Peace Research Institute, Germany accounted for about 30% of Israel’s arms imports from 2019 to 2023, making it the second-largest supplier after the United States.
The increase in German weapon exports to Israel was notable following the onset of hostilities in late 2023. Previously, the German government had cautioned Israel about potential consequences if it continued to respond disproportionately to Hamas’ attacks on October 7, 2023.
In May, Germany’s Foreign Minister Johann Wadephul described the situation in Gaza as “unbearable” and mentioned that Germany was considering halting arms exports and potentially imposing sanctions if Israel’s actions persisted without restraint.
The human toll of the conflict has been devastating. The Gaza Health Ministry reported over 61,000 Palestinian casualties, with independent assessments suggesting the actual number might be significantly higher. Local health authorities have also reported nearly 200 deaths due to starvation, nearly half of them children. The World Health Organization has reported severe acute malnutrition among approximately 12,000 children under five as of July.
In late July, Germany teamed up with Jordan to initiate an airlift operation, delivering food and medical supplies to Gaza. This was part of an international effort to alleviate the humanitarian crisis in the region, exacerbated by relentless Israeli bombings and a blockade of Gaza.
The Israeli government has faced mounting international pressure as the humanitarian crisis in Gaza worsened. Several Western nations that traditionally supported Israel, including France, the UK, and Canada, have shifted their stance by announcing plans to formally recognize a Palestinian state, a step Germany has yet to take.
Human rights organizations, including some within Israel, have labeled the Israeli actions in Gaza as genocidal. The suspension of arms exports by Germany, however, is not a full arms embargo but rather a targeted halt, leaving room for the delivery of non-offensive military equipment, such as air defense systems.
As the situation evolves, the international community continues to scrutinize the actions taken by both Israel and the responses from global powers like Germany.
