New Priorities for the Air Force Under General Kenneth Wilsbach

On his first day as the Air Force Chief of Staff, Gen. Kenneth Wilsbach committed to prioritizing the modernization of the Air Force fleet, enhancing the readiness of its aircraft and personnel, and improving collaboration with other branches of the military and international allies.

During his speech at the ceremony marking the beginning of his tenure at Joint Base Andrews in Maryland, Gen. Wilsbach emphasized the importance of preparedness. “Our ability to deliver airpower effectively depends on maintaining constant readiness,” he stated. “Any shortfall in readiness, whether in our airmen or our aircraft, compromises our capacity to achieve success in conflict. It is essential that we restore dependability in every facet of our force, from combat-ready groups to enhanced aircraft availability.”

Gen. Wilsbach officially became the 24th Chief of Staff of the Air Force on November 3, following his confirmation by the Senate on October 30. The swearing-in ceremony was conducted by Air Force Secretary Troy Meink. Gen. Wilsbach succeeds Gen. David Allvin, who was absent from the event.

Gen. Wilsbach cited the June military operations against Iranian nuclear sites, dubbed Operation Midnight Hammer, as a testament to the Air Force’s capability to deliver decisive airpower. He reiterated the critical need for sustained readiness to ensure such capabilities are always available.

“The fundamental roles of our Air Force—flying, repairing, fighting, and winning—remain constant and bind us together,” Gen. Wilsbach explained. “This mission spans all specialties and generations, and it connects airmen around the world, from those maintaining aircraft on the ground to those operating them in the skies, and includes everyone in between, like our defenders and logistics personnel. Each member plays a vital role in generating the airpower that secures our nation.”

Challenges and Innovations in Aircraft Readiness

Amid concerns about the Air Force’s capability to generate sufficient airpower, Gen. Wilsbach’s focus on improving aircraft readiness is timely. The Air Force is dealing with an aging and decreasing fleet size, which has fallen below 5,000 aircraft. Additionally, the mission-capable rates have been declining, with just over 60% of aircraft ready for missions on an average day in fiscal year 2024.

Gen. Wilsbach also highlighted the importance of accelerating the acquisition of new technologies and capabilities, such as the sixth-generation F-47 fighter, the B-21 Raider stealth bomber, and a new fleet of drone wingmen known as collaborative combat aircraft.

“We must pursue modernization actively; our Air Force is poised to continue leading into the future through both modernization and innovation, ensuring we remain at the forefront of combat aviation,” Gen. Wilsbach asserted.

In his introductory remarks, Secretary Meink praised Gen. Wilsbach’s advocacy for advancing the Air Force’s aircraft capabilities. “Successfully modernizing our fleet is crucial for our future readiness,” Meink noted.

To sustain air superiority, Gen. Wilsbach stressed the importance of ongoing cooperation with other U.S. military branches and international allies. “Securing international safety demands more than one service and more than one nation. Together, we are stronger,” he remarked.

Furthermore, Gen. Wilsbach called for the cultivation of a robust warfighter ethos within the Air Force, emphasizing the need for continuous, realistic, and challenging training. “Encouraging leaders at all levels to take intelligent risks should be a fundamental part of our culture,” he said. “A team that tackles tough challenges together will be a team that triumphs in combat.”
