KYIV, Ukraine — The European Union is currently evaluating a request from Kyiv for substantial financial assistance to purchase PAC-3 interceptor missiles for its Patriot missile defense systems. This marks Ukraine’s first formal appeal for funds from a recently approved €90 billion support loan to acquire these American-manufactured systems, as reported by European officials this week.

“Ukraine will continue to receive our support, including through European air defense systems and PAC-3 Patriot systems,” stated Ursula von der Leyen, President of the European Commission, on social platform X on September 2, confirming the request in conjunction with NATO Secretary General Mark Rutte. “We are committed to strengthening our collaboration with NATO and to deterring any threats to our freedom and security,” she added.

Urgent Defense Needs Amidst Ongoing Attacks

The announcement followed a plea from Ukraine’s Defense Minister, Yevhenii Khmara, who sought additional support from allies as Russia persists in its intensive aerial bombardment of Kyiv, Odesa, and other cities into a second week. This sustained offensive has led to a critical shortage of anti-ballistic interceptors in Ukraine.

In a public statement, Khmara urged partner nations to allocate funds from their national budgets for the procurement of Ukrainian drones and to expedite the disbursement of the EU loan. He also called for renewed discussions on the utilization of frozen Russian assets.

Khmara highlighted a $27 billion shortfall in Ukraine’s defense budget but stressed that the financial support from Europe would be mutually beneficial. “Investing in Ukraine’s defense is concurrently an investment in the security of Europe,” he remarked.

Details of the Financial Assistance

The €90 billion loan, which was finalized by the Council of the EU in April after considerable delays, allocates about €60 billion for defense procurement and €30 billion for budgetary support. However, the terms of the loan stipulate a preference for purchasing European and Ukrainian-made weaponry, limiting non-EU/Ukrainian content to 35% of the value of any given purchase.

Given that the PAC-3 missiles are manufactured in the U.S., Ukraine’s request requires a special exemption to access the funds. Earlier in April, Ukraine successfully obtained a similar exemption for components of Chinese-made drones, a precedent that EU officials are considering as they deliberate on the current petition.

According to von der Leyen’s statement on September 2, the review process for the exemption “is moving in the right direction.” A decision by EU representatives on whether to grant the exemption was expected to be made by the following Monday.
