KYIV, Ukraine — The United States has fully restored its intelligence cooperation with Ukraine, enhancing Kyiv’s ability to conduct extended-range strikes that significantly impact Russia’s oil facilities.

Since Russia’s invasion in 2014, the CIA has closely collaborated with Ukrainian intelligence agencies, transforming a relationship initially based on support and training into a robust bilateral exchange of intelligence, as reported by Forbes. This alliance faced challenges in February 2025 following a tense meeting in the Oval Office between President Donald Trump and Ukrainian President Volodymyr Zelenskyy, leading to a temporary suspension of intelligence and arms to Ukraine from the U.S.

However, according to Senator Mark Warner, D-Va., a senior member of the Senate Intelligence Committee, the intelligence relationship has not only recovered but is now stronger than before. Warner, refraining from divulging details, mentioned to Politico earlier this month that the partnership had seen significant improvement.

Over the past decade, the CIA has invested millions in training Ukrainian intelligence personnel and has established roughly a dozen clandestine bases along the Russian frontier, ABC News revealed in January 2025, citing statements from former U.S. officials.

Warner emphasized that the enhanced intelligence collaboration has provided Ukraine with tactical advantages, enabling the use of long-range drones and missiles that now reach deep into Russian territory.

While the delivery of American weapons to Ukraine has often been highlighted, the critical and irreplaceable role of U.S. intelligence in supporting Ukraine’s long-range military operations has become increasingly evident. This intelligence directly supports the strategic targeting of Russian military positions and critical energy infrastructure within Russia, as detailed by The Atlantic, citing sources from both the U.S. and Ukraine.

These sources noted that intelligence support is a crucial asset that the U.S. continues to provide at no cost, a policy strongly supported by CIA Director John Ratcliffe.

President Trump’s perception of Zelenskyy has reportedly improved as Ukraine demonstrates increased self-reliance in its military engagements, employing innovative technologies and strategies, reclaiming territories, and extending the conflict into Russian lands. This shift portrays Ukraine not merely as a dependent but as a valuable ally, according to a Western intelligence official quoted by the media.

Senators John Cornyn, R-Texas, and Roger Wicker, R-Miss., chair of the Senate Armed Services Committee, expressed to Politico that the White House’s recognition of Ukraine’s military successes seems directly linked to the continued intelligence support, with Cornyn remarking, “Everybody loves a winner, and it looks like Ukraine has turned the tide.”

The reinforced ties between Washington and Kyiv are evident across various initiatives. Notably, Trump’s negotiators, Steve Witkoff and Jared Kushner, are scheduled to visit Ukraine for the first time later this month, aligning with the national independence celebrations, as reported by Radio Free Europe.

The intelligence exchange is mutual, with President Zelenskyy publicly confirming in March that Kyiv had evidence of Russia sharing intelligence with Iran. He pledged to present this information to President Trump, highlighting ongoing Russian intelligence activities in collaboration with Middle Eastern partners, as Zelenskyy posted on X.
